Charles County is the Route 301 corridor south of Washington: the planned villages of St. Charles and the older subdivisions of Waldorf, the county seat at La Plata, the Navy town of Indian Head on the Potomac, and the farms and waterfront lots around Hughesville, Nanjemoy, Newburg and Cobb Island. The rules here changed in 2025 and are changing again in 2027. The county raised its recordation tax to the highest rate in Southern Maryland, and a countywide rental license is on the way. Recordation just went to $7 per $500, plus two transfer taxes
For fiscal year 2026 the county commissioners raised the Charles County recordation tax from $5.00 to $7.00 for every $500 of the sale price, a 1.4% rate that now matches Frederick County at the top of the state. On top of that, Charles County charges a county transfer tax of 0.5%, and the State of Maryland adds its own 0.5% transfer tax. On a $400,000 house in Waldorf that is $5,600 in recordation tax, $2,000 in county transfer tax and $2,000 in state transfer tax, roughly $9,600 total, which is more than the same sale carries in Howard County.
A retail contract has to spell out who pays which piece, and the number on the settlement sheet is often the first time a seller sees it in full. Rental licensing: the towns require it now, the county starts in 2027
Charles County has no countywide rental license today. The incorporated towns of La Plata and Indian Head each run their own rental license, so an address inside either town line already needs one. Everywhere else, including all of Waldorf and St. Charles, there has been nothing to apply for, which is why so many landlords in the county have never heard of a license.
That is ending. The county adopted a Rental Licensing Program with a planned start of July 1, 2027, a one-time $23 registration, a $214 license fee every two years, and an inspection every two years for every rental unit, single-family houses included. Owners who have been renting a Waldorf townhouse to cover the mortgage are about to get an inspector at the door. Probate at the La Plata courthouse
Charles County elects its own Orphans’ Court judges, and the Register of Wills at 11 Washington Avenue in La Plata opens estates, issues letters of administration and receives the personal representative’s account, which Maryland requires within nine months of appointment. Estates without a dispute usually close in nine to eighteen months, and the house is what stretches the long ones.

Well, septic and the Critical Area
Public water and sewer reach Waldorf, St. Charles, La Plata, Indian Head and Bryans Road. Most of the rest of the county runs on a private well and a septic system, and Maryland law requires a septic inspection and pumping confirmation before settlement on any house that has one, with both sides signing off on the report. The Charles County Department of Health permits repairs and replacements. A failed drainfield on a Nanjemoy or Newburg lot is the single most common reason a financed sale in the southern half of the county falls apart.
Anything within 1,000 feet of the Potomac, the Patuxent, the Wicomico or the Port Tobacco River sits in the Chesapeake Bay Critical Area, where a new deck, a pier repair or a cleared lot can trigger a county review. Cobb Island and the Potomac waterfront around Newburg and Rock Point carry those rules on almost every parcel. The tax sale is in May
The Charles County Treasury Division sells liens on tax-delinquent properties at an online auction in May each year. Once your lien is sold, redeeming the house means paying the certificate holder interest on top of the taxes, and the holder can eventually file to foreclose your right to redeem. A retail listing rarely closes fast enough to beat a May deadline that a seller only learns about in April. St. Charles is a planned community on the scale of Columbia, and most of Waldorf and White Plains north of it was built out from the 1980s on in subdivisions with an HOA. Indian Head, the Navy base and the older stock
Naval Support Facility Indian Head keeps a steady flow of transfers through the town and through Bryans Road, and the town’s own rental license means a departing owner who kept the house as a rental has an inspection to think about on the way out. Farther south, the older farmhouses and ranchers around Hughesville, Bel Alton, Port Tobacco and Newburg tend to come to us as estates, often with an outbuilding, a well that has not been tested in years and a septic system nobody can find a record for.
